Open Disk Manager (C:\Windows\System32\diskmgmt.msc). Is the Samsung drive there? Does it has a drive letter assigned to the big partition?

Post the disk manager image as an attachment

Here is a screenshot of the Disk Manager.

It looks like it is recognizing the HD.

So, I'd like to transfer everything I can including settings,
e-mails from Windows Live Mail (on the PC), Chrome and Brave
    bookmarks, programs, etc.?

    What is the next step?

    Thanks again!!

Now you have Win 10 and you have a computer that has a hardware that isn't compatible with Win 7.
You can't transfer settings, programs etc that were set on the old computer. You will need to set win 10 to your needs and reinstall programs.

Windows Live mail isn't supported any more by M$. You can probably find the program to install (I once did) but I don't know if it's win 10 compatible. If you install and it runs, you can import the emails data from the old computer, although not a simple task .
Chrome and Brave bookmarks, is also possible to transfer, although not a simple task
You can easily transfer your data (documents, images, videos etc)

As I wrote before, the problem on the Dell 530 can be a PS, MB or CPU.
You can try to replace the PS

Install brave. start it up, then close it.

copy from the old installation Users\Your_user_name\AppData\Local\BraveSoftware folder .

firefox users would copy from the old installation the Users\Your_user_name\Appdata\Roaming\mozilla folder

Also, I think you can import .eml into Thunderbird

Just a quick update... new computer is great!

Got most of my files moved over (Thanks Megahertz07) and still
working on the setup. My passwords are hidden somewhere in chrome.
It says 83 passwords but wont show them to me. Does anyone know
    where I might find them?

Thanks again to all that has helped me!! I really appreciate it!!
