Motherboard fan sounds like air-raid siren

I recently bought a rebuilt Windows 7 computer.

It works fine except for one thing. The fan on the motherboard sounds like hell.

A high, annoying sound which sounds like an air-raid siren and stays the same from the moment I start the computer until I shut it down.

It's very hard to concentrate with this constant monotone noice. During all the years I've worked with computers, I've never encountered something similar.

How can I solve the problem? is it possible to replace the fan or do I have to buy a new motherboard?

What is the machine? Could be the cpu cooler or the psu fan.

    cpu coolers are cheap https://www.amazon.co.uk/Thermalrigh...dp/B0B8Z283NZ/

It might be the CPU cooler.
The fan is in the middle of the motherboard.

is it possible to replace only the fan or do I have to buy a new motherboard too?

In my experience, it didn't happen often. but once it occurred. the problem was hard to fix.

my 1st one was a new boxed AMD CPU and its motherboard. the CPU fan really loud. I never met the problem before. AMD mailed me a new fan. after replacement, not much improvement. I had to leave it that way then moved PC to another room as I couldn't work when it's in Office.

the 2nd one was when ASUS motherboard replacement. the board worked fine but CPU fan was running loud. I tried another CPU fan, re-seating CPU, adding CPU glue, , whatever I couldn't. per ASUS guide the board had a CPU fan control circuit. my conclusion that it must be NOT working any more. I had to let it retired.

my 3rd was a HP DM PC. this model typically run very quiet (good experience on HP 8000-8300, G1-G4). but this noisy one is right like you said, when running heavy load (data-processing, graphics, gaming, , , sounds like air-raid siren. I still use it sometimes.

    my summary,
if it's a CPU fan problem. then likely fan replacement can solve the problem. but if it's an issue on CPU fan control circuit(built-in motherboard), then it's NOT easy to fix. or can be fixed at high cost.

I have to fix it, otherwise it will damage my hearing and the neighbors will start to complain soon. Honestly, I've used and worked with computers since 1994 and I've never encountered something like this.

And I'm not gonna pay more than I've already have done when it comes to this computer.

What if I pull the plug to the hellish fan and attach a new fan to the "wall" opposite the motherboard?

You still haven't told us exactly what it is .

Is it something like this but atx size?
    GA-965QM-DS2|AORUS - GIGABYTE Montenegro

What is the make and model number of the mobo and what is the cpu.

I have an ancient socket 775 machine somewhere, unless I threw it out already.

The b75m-plus mobo is much better. Are you not able to get it working? What is the problem with it?

I am currently using b365 mobo and intel 8th gen cpu for win 7
