I'm not clear on DVB either, but it is a form of HDTV, and the HDTV broadcasts are different than in the US (ATSC). If you want a better understanding, maybe this will help:

ATSC is not "American" for HDTV. HDTV is a global term meaning High-definition (resolution) television, a system to broadcast better resolution than SDTV, standard definition television. HDTV can be (and earlier often was) analog but today only DTV (digital television) signal is used.

To receive DTV signal consumers need a receiver. This can be a set-top box, a built-in receiver in TV or computer, or an adapter. Depending on how the consumer receives the signal (over-the-air, satellite, cable), a different type of receiver is needed.

The most common types of DTV standards today are:
  • DVB-T (terrestrial, over-the-air), DVB-S (satellite), DVB-C (cable) and DVB-H (mobile, handheld). DVB system is mainly used in Europe
  • ATSC (terrestrial & cable) and ATSC M (sometimes called ATSC H, mobile, handheld) in USA and Canada
  • ISDB-T, -S and -C in Japan and parts of the Central and South America
  • DMB in China and Korea
