I'm frankly unfamiliar with "Asus surge protection".

Could be that the surge damaged your motherboard or hard drive.

Determine what brand hard drive you have.

Go to that brand's website.

Find and download their hard disk diagnostic tool. You'll probably have to download a DOS version if you can't boot Windows now.

Burn that tool to a CD.

Boot from the CD and run the diagnostic tests.

My guess is that it will fail the tests. In which case, you buy another drive.

If you can't boot at all, even from a burned disk, you may have a bad motherboard and would need to replace it.

If you have another spare drive around, you could connect it and see if it is recognized at all.
