Computer doesn't shut down -Ethernet

I am working on a friend's computer. Just installed Windows 7 but when I shut it down, the OS shuts down but the ethernet connection won't let it shut down completely. It did the same thing under XP before upgrading.

This case is an older high-end Thermaltake X with vertical Thermaltake light on the front. When shutting down of OS completes, the light beings to flash rapidly. If I disconnect the ethernet DSL cable it does turn off completely. I cannot find any "wake on LAN' setting in the BIOS. (Maybe I did but it is disabled.)

Here is what we have:
Motherboard: Abit. AG8 (Intel Grantsdale-ICH6R)

BIOS: Brand: Phoenix Technologies, LTD
Version 6.00 PG
Date 08/20/2004

MS Windows 7 Home Premium 32-bit
Installation Date: 19 February 2010, 12:52

Has anyone run into this problem and what is the solution?

Take a look in your BIOS again to see anything that has to do with Ethernet Waking up or somehting like that. Its there. I will try and give you some further directions after I look at my BIOS /MB book.

Not sure if this is your issue but that is what I think is going on especially when it was doning the same under WinXP.

Here are 2 things I found in your motherboard book pgaes 3-21 and 3-22

Disconnect from the internet and then shutdown.

Disabling the network definitely works! It shuts down just like it should. But, what a hassle. Too much for an eight-year-old to handle.

Update the ethernet NIC with the right driver too followed by the router's firmware. This may help.

Thanks for the suggestions. I did upgrade the NIC but that didn't solve the problem. I don't know how to upgrade the router firmware (and I am now in Salt Lake and the computer is in Boise) so I will take my router with me the next time I go over there, to see if it makes a difference.

When I shut it down it was completely off, but after about a minute or two, the flashing started up again. If I shut it down with the power supply switch (back of the case) for a minute and turned it back on, it stayed off for a couple of minutes and then started flashing again.
