Guide to overclocking your GPU - Overclock.net - Overclocking.net
This is the only other resource I could find immediately. So riva is listed first, try some of the other ones. They might have something for your card.

i gotcha. I was thinking maybe a different program might recognize the card.

If someone you know has this same card and it is working in Rivatuner, or in a different forum it works for someone, can you see what drivers they are using or what motherboard and BIOS version? This would be where the problem is.

Since GPU-Z picked up everything, we can say your card is working properly, but your motherboard might not be allowing overclocking.

After updating BIOS and Drivers, There is only one option left

Buy new hardware:
1. Purchase a new Graphics Card
or
2. a new Motherboard that supports overclocking.

the first would be more recommended, but since you are using AGP, replacing both would be the best option. Get a mobo that has PCI-e and a PCI-e GPU......

I understand this is not what you want to hear, but that might be all you can do if the mobo does not support overclocking.
