Thank you Boohbah, a post from 4 years before help me a lot.
My keyboard wheel stop working with WIN7 system volume, it is Corsair K50, and all other fuctions works fine. I think its Mactype(A software that can change your system font's visualization) cause the problem, and if you load this soft from system startup, it also could make Kaspersky(Anti-Viru software) stop updating. By the end, I find out how to solve Kaspersky issue, but still have no clue with keyboard volume fuction thing.
And your post is the solution, its all about services auto startup, so, I registered this forum just for saying thanks, please let it survive, its really helps.

Thank you Boohbah! 5 years later and your fix still works - pity the technology wasn't as good.
