Does that mean I can use the Shift-F10 option before selection the language when installing Windows 7 to get to an elevated command prompt? Then, use the "diskpart" options to clean the drive, set the primary partition and format the SSD before proceeding with the Windows 7 install?

What about the drive partition being "aligned" for Windows 7, I think that I read somewhere that the drive partition needs to be "aligned"?

You could do that, but there isn't really a need to. Especially with TRIM support in Windows 7.

However, you'll be fine using step 8 in the clean install tutorial link above to delete/format the SSD, then continue installation. :)
