Windows 7: Safely remove system drive while computer is on??

Safely remove system drive while computer is on??

My 'safely remove hardware' thing gives an option to "safely remove" my system drive! What's that all about? Couldn't W7 be programmed to recognise that one of my devices should never be offered for removal? I'm not going to try it, but I suppose it would always response "this device is busy blah blah"?
