Win7 Pro Setup Multiple PCs

My office is undergoing a Win7 migration and we'll be purchasing ~20 machines. I'd like to optimize each machine by turning off various services and creating a global standard user profile. We run a workgroup, is there a way I can copy the service.msc mods and the global user profile from a single machine and apply those changes to all machines?
