Give this information below a try as it should rcover the PC to factory specs from the Hard Disk Drive (HDD) without the need for the disk and be sure to post back with any further questions you may have and to keep us informed.
information   Information

Toshiba Factory Recovery

Be advised: this will over-write any data on the PC so be sure to copy-out your data before you start this.

Copy & Paste - in Windows Recovery Console

Start with the PC in an OFF state.
1) Press and hold the 0 (zero) key and at the same time, hit the power button once to switch on the PC.

2) When the machine starts beeping; release the 0 key.

3) When prompted by the warning screen; select Yes to continue with the system recovery.

4) Select Recovery of Factory Default Software; click Next.

5) Select Recover to out-of-box state, click Next again.

6) Click Next to Start recovery.

4) Now just follow the prompts to finish the process.

Hi guys, I just need a reinstall windows 7. Are these steps do that? Which is the difference between Toshiba Factory Recovery and boot windows 7 from dvd?

The disk you are trying to use, is it one you created using a Toshiba program on the PC or is it an actual Windows 7 installation disk that was purchased separtely?

It is a disc Ive made from the disc recovery option on my laptop. Its not purchased separately.

If you want to get your computer back to the 'orignial' installation (losing all your personal files and folders), then check the first option.

Safe mode
Safe mode with networking
Safe mode with command prompt

Enable boot logging
Enable low resolution video
Last known good configuration
Directory services restored mode
Debugging mode
Disable automatic restart on systems failure
Disable driver signature enforcement

Start windows normally
