You need to run Startup Repair.

    However, while in Diskpart:

    Select disk 0
    Select part 2
    detail partition

to see if it says it is marked active. If not, check partition 1. then exit Diskpart, return to Recovery Tools list to Run Startup Repair up to 3 separate times with reboots.

If the Recovery Partition is marked active and Startup Repair will not start Win7, then you may need to follow the tutorial to mark the Win7 partition 2 Active. But let's see what happens first.

Looks like Recovery is marked Active.

Try running Startup Repair up to 3 separate times with reboots.

partition 2 is marked active or partition 1?

i did the startup repair, clicked finish and then restart, and the computer restarted and looked like it was loading and continued to freeze at the setup is starting services. with the install windows pop-up.

is this normal? should do the same process and restart again?

Try Startup Repair up to 3 separate times with reboots.

Do you have your files backed up? If so, would you consider running Recovery to factory condition? If not, we can help you copy them out if they are still intact.

Have you made your Recovery disks yet? If not, we can run the partition if necesssary.

Do you have access to any Win7 retail installer? If so we can unlock your version to do a clean reinstall without the Toshiba factory bloatware, which results in a much more agile and lightweight Win7. All of the useless Toshiba utilities have better versions built into Win7 anyway. If you have programs which came pre-installed you can check the Toshiba Support Downloads webpage for your model to see if they are available to download (as are all drivers). But you may not want the bloatware programs anyway. We tend to think of them as corruption here.

When you say sytem repair up to 3 times and reboot, is that when i go to the startup repair and click finish, restart, 3 times?

the only disc i made was the repair disc, and I have all my files saved on another computer so I'm guessin we could do the recovery to factory condition. How would I do that?

When you ask if i have access to a windows 7 retailer, do you mean if i can get a windows 7 installation cd from best buy or a store of that sort?

again, thank you for your help!

Run Startup Repair through to restart then see if Win7 starts up. IF not, run it again three times this way. Startup Repair

Sometimes marking the Win7 partition Active will cause it to Repair better. However, Toshiba ships with Recovery marked Active so it runs from boot by using the key given on first boot screen for factory Recovery. If you mark it Active to repair it then it might not run Recovery properly without marking it active Again.

You do not need to buy Win7 as your computer came with a license so you already own Win7 and have the right to reinstall the licensed OS anyway you want. So, many tech enthusiasts borrow or find a clean-copy installer to clean reinstall Win7 without the bloatware.

Otherwise you can use the Recovery partition to reimage to factory condition.

Here is how to run Factory Recovery: http://www.ehow.com/how_5766144_rest...tory-disc.html
