WIN 7 will not load on new HDD

I had a HDD crash. I bought a 1 TB SATA HDD to replace it and decided to get legal and bought Win 7 32 OEM Home Pro. I replaced the HDD, inserted the CD, set BIOS to boot from CD. After "Verifying DMI Pool Data", I received message "Boot From CD" Hesitates a few seconds and then I receive "DISK BOOT FAILURE. INSERT SYSTEM DISK AND PRESS ENTER" Here I am stuck.

Actions: I have checked BIOS. HDD setting are AUTO.
I replaced SATA cable.
I replaced DVD drive with known good one along with ribbon cable.
I even reset CMOS to be sure there were no issues there.
I tried another Win7 CD that had been installed on another PC last week and it did the same thing.

CPU Celeron D 326 2.53 GHZ 256 cache
BIOS Phoenix V6.00PG

Previous OS was Win XP.

Any thoughts?

The Installation DVD is not booting. Sounds like a bad CD/DVD drive, or a bad installation DVD.

Will any other disk boot? An XP install disk for instance?

Where did you get this "OEM" disk? Ebay?

win 7 ( 64 bit)

check your boot list in your bios and put your dvd as first and next your harddrive.
see if that helps you out..

Did you get a little message on the top left of the black screen saying "Hit any key". Because if you did not hit a key, it will default to the active partition for booting. And if it does not find one, you got a problem.

I swapped a known good DVD drive and both DVD drives worked in the other system. The Win7 disk is brand new purchased at Microcenter.

The boot sequence is CDROM, Hard Disk, CDROM. Boot from other device = ENABLED.

I did not see any unusual messages.

I don't have another copy of older Windows here. I do have another Win7 disk, same kind as I have that has already been installed on another PC here. It won't boot either. I'm beginning to wonder if the MOBO is bad.

If the mobo is capable of booting from usb (and you have another working computer) you can create a win7 install stick.

I do have a boot agent. Realtek RTL8139x

I launced it when it was booting and it gives me a couple of options
Network Boot Protocol = PXE (other options are not avail to change for this item)
Boot Order = ROM Disable (other avail are Int 18h, Int 19h, PnP/BEV(BBS))
There is a Show Config Message but that just hides a bunch of boot config stuff when it starts. It is set to ENABLE so I do see it.
Show Message Time is set to 3 seconds. This is how long the message shows.

It looks like ROM Disable means to boot local devices. I tried the others and they are looking at my ethernet connection.

Bill2, I'll have to got out to get a 8MB stick. I don't have one here. And I don't know if I can boot USB on this MOBO. I have the document and specs but if I recall they were not real helpful. Thanks

I just pulled the HDD out of an older HP Pavillion that has a bad Psup. It had WinXP on it. I put it in the mahine and it came up wanting to boot in SAFE. I tried to bring it up and I started to get the XP logo and the machine restarted. It does that over and over. No surprise though since the hardware is quite different.

WOW will not load
I just finished upgrade from Vista to 7 and when I attempt to play WOW I get the following message "Failed to find suitable display device". I did have to remove the ATI manager from the system when upgrading but cannot find a replacement. Everything else seems to work but the WOW game. :(
