when in the BIOS, is the DVD drive set as the first boot device?

yes, it is set to first boot devise but it wont boot from the dvd, it still boot from the hd

I tried a Startup Repair in system recovery but didnt work as yet

i assume you tried booting with the win7 dvd in the drive.
if the drive is recognized in the BIOS, but the drive cant read a disc, then its probably a defective drive. the only other thing i could suggest is try updating the chipset drivers for the motherboard, and try what worked for this guy:

I got the dvd to boot in the drive after starting now.but when I do a system restore from system recovery options the system restore dont work it says that unsuccessful and give an error msg

instead of system restore, run startup repair. you might have to run it AT LEAST 3 CONSECUTIVE TIMES.
