I see you have no content on the new Logical partition so hopefully it is not too late to warn you against moving Programs off the OS partition.

They should remain with the OS as they write Registry keys which intergrate them into Win7.

If it is only a partition for apps storage then you can move your Downloads User folder there using this method: User Folders - Change Default Location

Moving User folders to separate data partition(s) is a good idea as it keeps the backup image lean, so if Win7 becomes irreparable you can reimage your OS/Programs partition in 20 minutes and the User folders data will be ready and current in their own partition "vault" - which should also be backed up more frequently:

Glad to see you got the partitions moved how you want them.

Follow Greg's advice on the programs, your 100GB Win7 partition is big enough for all your programs.
You will save a lot of space moving the Downloads User folder to the other partition.

You can put an OS on the Logical partition if you have the "System Reserved" partition as in your last Disk Management layout snip.

The 4 primary partition problem

If the 'System reserved' Primary partition is there with the MBR in it, you can install an OS in a Logical Partition.

As post #7 was a response to my question in post #6, I'll make a comment. The intent of my question wasn't really answered. (I probably wasn't specific enough in the question).
But for the OP- I would
1) Always keep programs and OS together (in agreement with the gregrocker comment).
2) I would probably make your 3rd partition primary sooner rather than later and make the 4th partition extended/logical if and when you require additional partitions. Partition Wizard will easily make this change for you.
3) Most PCs in use today are still BIOS/MBR based. The MBR is 512 bytes physically at the front of the disk and contains the disk's partition table. It only has room for 4 partitions and to overcome this, one can be defined as the "extended partition" which acts as a container for many possible "logical partitions". You can use your 4th partition (or others) for this purpose if and when you want to.
