Do you have an Windows XP or Vista disc?
If so, install it to the point where you can partition the disc.
Partition the disc, then delete it.
Remove the disc, try re-booting from the Windows 7 disc.

You needed to make your Recovery disks before wiping the Recovery partition. If you failed to do this then you'll need to order Recov Disks if you ever want to return to factory condition, or find a retail Vista installer to reinstall with the Product Key on your COA sticker which you should back up to keep readable.
You have not wiped your HD if you only deleted partitions, repartitioned or formatted. You need to apply all zeroes to the HD using the tutorial linked SSD / HDD : Optimize for Windows Reinstallation
Do you have the latest BIOS update posted on the Support Downloads webpage for your model computer or mobo? If so, reset the CMOS: http://pcsupport.about.com/od/fixthe.../clearcmos.htm
Enter BIOS setup to make sure the SATA controller is set to AHCI mode, then IDE if necessary.
If install fails again, test your RAM with memtest86 CD for 5-6 passes: http://www.memtest86.com/download.html
Then test your HD with maker's diag/repair full CD scan: http://www.carrona.org/hddiag.html
