Thanks gregrocker, done. I had CCleaner and Auslogics Disk Defrag installed (dif partition) and it proceded pretty fast. The most registry issues with ActiveX and File Extensions but I made back ups.
For Reg defragging I had Quicksys RegDefrag v2.9 (it is 64-bit) already installed (portable) and it reported a reduction from 109,136 KB to 87,620 KB (20%).

I have not yet deleted "C:\$INPLACE.~TR" and "C:\WINDOWS.~Q" but will do another disk defrag as soon as deleted.

I've discovered that Defraggler works better than Auslogics Defragger.

The ingenious Cluberti who runs MSFN read my roommate's boot trace with 2 minute startup finding fragmentation responsible. I had just defragged with Auslogics which found typical 2-3% fragmentation. He suggested I use Defraggler which found 19% file fragmentation and 32% free space fragmentation which solved the issue with defrag.

So now I'm a Defraggler guy - should have known since it's from Piriforum which makes CCleaner.

Yes it is a strange phenomenon, I evaluated a few of them before but always prefered anything that is portable. With the Repair Install they stayed put and I checked (analyze option only) again a few minutes ago.
    Auslogics Disk Defrag indicates 0%
Piriform Defraggler indicates 18% 76 files
    UltraDefrag (sourceforge) indicates 73 files
Puran Defrag Free (not portable), a rather large installation but the Repair Install didn't affect it - 14% 76 files

Ran Piriform Defraggler again and it indicated 5% 2 files
    Analysed only with others:
    Auslogics Disk Defrag indicates 0%
    UltraDefrag (sourceforge) indicates 2 files
Puran Defrag Free indicates 0% 2 files

Also running Puran during boot up with some additional functions, re MFT, pagefile.sys etc, didn't achieve anything detectable.
Auslogics Disk Defrag & UltraDefrag now removed/shredded.

Defraggler also has an option on its Action>Advanced tab to Defrag free space, which in the case of my roommate's Dell was 32% and may have been most responsible for the 2-minute startup.
