Partition Wizard - a camera snap will help.

We need better information back on what you are trying and the results. You said you were running a "full scan" using Partition Wizrd but never reported back what scan this was or the results.

If you have Partiiton Wizard then please follow the steps given:

Now rightclick on the HD to Create a New partition of the entire HD, format NTFS Primary, assign letter, OK. Then rightclick again to Modify>Set to Active, OK, Apply all steps.

Then rightclick on new partition to Check File System.

Try install again to new Active partition.

Your last resort is to see if you can fix the bad sectors by running the HD maker's diagnostics/repair extended CD scanfollowed by Disk Check from DVD/Repair CD command line - press Shift + F10 at first screen.

HD Diagnostic
Disk Check

HD's are reparable but you have to run the maker's scan followed by Disk Check to know for sure. PW scan is not as effective, and I don't believe Disk Check has been run yet.

Yes, buy or borrow a CD so you can proceed. Here we have 5-CD's or 3-DVD's in Walgreens drug store for $2. There should be something similar there.

Yes you can use a DVD to burn the image onto, but it is a waste of a lot of storage space.

I'd try the flash stick first, using any USB writing link on HD manufacturer's webpage or Win2Flash: http://dottech.org/featured/9157

If that method doesn't work, install UltraISO trial: on file tab Open ISO, on Bootable tab Write Disk Image, Format, Write. Boot under USB or HD's on BIOS Boot Menu.

What is your HD make?

Find it on the list and download the ISO image file to burn to CD. You can use Windows Image Burner (if Win7) or ImgBurn at 4x speed.
