Language Pack only on ONE user

Heyall, I haven't posted here for a while. So here I come with one simple question and I hope someone will tell me if I can do what I want to do.

I want to make Windows 7 easier for my father on his laptop, but I use it as well and there's no way I am going to get used to Bulgarian. We use different user accounts, so can I install the language pack and configure it only on his account so that mine can stay in English?

I believe that is default functionality:

Language packs also let multiple users who share a computer select distinct display languages. For example, one user can select to see the dialog boxes, menus, and other text in Japanese, whereas another user can select to see the same content in French.
Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise

Try installing the language pack under his user.

The idea of Windows language packs is just what you want to achieve, to let each user account use a separate language. You can change your father's user account to Bulgarian, and keep yours in English. As an example, here's my login screen:

I can choose between English, Finnish, German and Swedish user accounts; When I for instance login to Finnish account Windows is completely Finnish, or completely English when using English account.

Go for it. Language pack is easy to install and your father get's a completely Bulgarian Windows. Please remember that as Reventon here above already told, you need Ultimate or Enterprise edition to install language packs.

How to install a language pack?
I have got an unofficial danish language-pack for ver 7127, but I don't know how to install it? It is a file called lp.cab. No setup or anything, so how do I do it?
