Windows 7 locks up on Windows 7 startup

I have an inspiron 1530 that originally shipped with Vista. I'm trying to upgrade it to Windows 7. I'm doing a clean install with the 7100 build.

When Windows 7 tries to boot for the first time, it says starting windows, then windows comes up, but all i get is the evaluational copy message in the bottom right, and NOTHING else. It'll just sit there until Windows eventually goes to sleep, i cannot get anything else to show up.

I've tried unplugging all USB devices, but that didn't help. Trying to boot into safe mode just tells me windows 7 cannot be completed in safe mode, then reboots my machine and i get the same scenario.

    Anyone have any ideas?
