    Strictly speaking, no.

    As you've bought an upgrade license the qualifying (Home Premium) OS has to remain in place. As long as the upgrade is being used the licence can't be transferred.

    If you had a full retail version of HP and Professional then both licences would be able to be used on two different computers.

    OEM (Original Equipment Manufacturer) licences are not transferable, but it is a very grey area and people have reported using OEM software on a different machine without any activation issues.
