You cannot run Diskpart Clean commands from Win7. YOu must boot the DVD first.

You must get the prompt to "Press any key to boot CD/DVD."

Follow these steps to get that prompt: How to Boot your Computer from a Bootable CD or DVD

Or use the one-time BIOS Boot Menu key given on first screen to boot the DVD.

If you absolutely cannot get Win7 to boot, then burn to cd free Partition Wizard bootable CD which will autostart. Highlight the HD you want to install upon, from Disk tab select Wipe Disk.

Now your DVD should autostart if it is a good DVD. If not, confirm the ISO integrity and burn another using ImgBurn at 4x speed. Or try install from Flash stick loading the ISO after selecting Windows 7 in the drop down menu: Universal USB Installer – Easy as 1 2 3
