What were the results for each of these standard troubleshooting steps?

While in BIOS setup make sure SATA controller is set to AHCI to try install.

YOu may need to remove all but 2gb of RAM to try install.

If these steps fail, try wiping the HD: Clean and Clean All with Diskpart Command
DISKPART At PC Startup

Boot the Win7 DVD, select Custom install, use Drive options to create install partition, format and install.

That's usually a bad burn of the installer to DVD.

Use ImgBurn to burn the ISO to a DVD, at no greater than 4x speed with a verify.

How much RAM?

Did you boot into DVD "Repair My COmputer" on second screen, then use Command Line to clean disk with Diskpart?

Can you remove a stick of RAM to try install?

Just to be sure, clean the DVD with a soft moist cloth using outward motions only.

I just cleaned the DVD to be sure and ill try it again. And about the removing RAM that will be alittle tricky because its located inside the laptop and i dont really know how to open it completely i can only open it half way and im scared i might disconnect a wire cause i cant figure how to open it all the way.
