ok that fixed the recovery incomplete message but it is still installing windows 7 home basic and it should be home premium

Call HP for new Disks,

or
Using the Key on the bottom of your Notebook.
No install files needed.
Anytime upgrade only adds-on the Programs & Features from version to version.

Even if you are outside the one year Tech Support warranty which comes included with the HP, they should provide you with the correct Recovery Disks if you tell them that yours are installing the wrong OS.

But first try Theog's idea of running the Anytime Upgrade to see if it will take the key off the COA sticker. Type Anytime in Start Search box to start process, which takes about 15 minutes or less.

Once you get HP in place and running perfectly, store a Win7 backup image so you never have to use Recovery Disks again: Backup Complete Computer - Create an Image Backup

Also you'll get a much cleaner reinstall without the factory bloatware, resulting in better Win7 performance, if you locate an installer for your version and clean reinstall with the key on COA sticker: Reinstalling Windows 7

Until then you can Clean up factory bloatware which is the worst on HP of any make.
