Accoding to the internet, that is a third-party drive not a Windows 7 file
ViXS XCode Series Windows AVStream Driver for x64 Platforms

Did you go to the ViXS website and check out what products they make? That might help you figure out what hardware you have, and then you can download updated drivers/software for that hardware to see if it fixes the missing sys file problem you have.
What hardware do you have installed in your computer or attached to it via USB, firewire, etc? What happened that made it necessary to run sfc?
Guess no one decided to do a quick search of their Windows folder. This is a driver file that is included in the DriverStore folder,
C:\Windows\System32\DriverStore\FileRepository\xcbdav.inf_amd64_neutral_cf80e4da1c95e6e2
and looks to be an included/native TV tuner that uses that specific chip. And before anyone asks, no I do not have a TV tuner installed in my computer.
PocketAcesDMB here is that folder from mine,
xcbdav.inf_amd64_neutral_cf80e4da1c95e6e2.zip
Hope it helps.
