I need help.. due to some personal issues i need to completely reformat the whole HD.. and for some reason when i try to do it it only lets me format windows partition and i want EVERYTHING to be gone... how do i accomplish this???

If you want to completely wipe secure erase the entire Hard Disk Drive for security purposes, have a look through the information (Method Two) in this tutorial at the link below for some ideas and be sure to post back with any further questions you may have and to keep us informed.
Try a full clean & full format in command prompt.

I have a question... i noticed while i was trying to do all the steps you posted that my disk has a partition called OEM.. I researched about it and they said thats to restore the laptop to factory settings..
Does that mean that it fully wipes everything and reinstalls the version of windows that the laptop brought???
Yes a wipe will over-write (destroy) all data on the entire HDD, from your original post it seemed what you wanted, that's why I suggested it.

Angel please tell us what make and model computer you have so we can give you the steps to run Factory Recovery from it's partition if it will run. You can also make Recovery Disks if you haven't already which are a backup method to running Recovery from partition.
Otherwise you can wipe the HD to clean reinstall but make your Recovery Disks first so you have a path back to factory condition. Reinstalling Windows 7

In addition to your PC details, can you us what you have actually done so far.
If you have totally wiped the disk and it is a store bought PC (eg. HP, Acer etc) then you should order a set of factory recovery disks from the manufacturer unless you have already made a set of factory recovery disks.
