Cant download programs, control panel freezing

A few days ago i built my new computer. Its my first build and the parts are all correctly installed. Uploaded Windows 7 home premium OEM and that was fine. when on desktop, uploaded the drives from the ASUS disk. Uploaded the driver for my graphics card. Did a restart. All fine on restart. Downloaded my Panda virus software, set up the firewall, downloaded malware bytes. ran the winodws updates. Restart was fine. Then this is where things went downhill.

Wanted my usual programs such as msn and microsoft security essentials. so i downloaded MSE, then downloaded windows live essentials. Thought everything was fine and went to grab Steam to get ready to download my games. When i tried to start the install for steam it popped up the little window you get after download finished but it wouldnt start the install. I tried to open the control panel but when i clicked on any of the options (like uninstall program) it didnt respond. it would not let me close the window, wouldnt let me do anything. tried to restart the install of steam but it kept opening and shutting before the actual install part. At the same time, when i tried to log into windows live it would freeze right after login. Tried a system restore but it wouldnt do it. Tried it in safe more but when it restored it still was the same.

Ended up doing a reinstall of windows and started the whole process again. Drivers, panda, malwarebytes... Decided to get steam first and the same thing happened again; it didnt load up. BUT this time i could access the control panel. i did some looking and eventually found that i needed to do something with java. So i tried to download the 64bit version of it and no luck. and i got stressy so tried the 32 bit and that worked. I then tried the steaminstall and that finally worked.

So atm my computer is stable, but i dont have windows live or mse as i am afraid it will lock up again. any ideas on what this problem might be?

    Hi

You say you downloaded Panda anti virus and Microsoft Security. Have you got them both installed at the same time, if so that will be your problem. You must only ever have one anti virus programme installed at a time.

    Hopeless,
    Welcome to SevenForums.

First, get rid of, completely, Panda. Use MSE exclusively. With av/firewall software more is worse.

Next, carry out this procedure for us:
LIST OF STARTUP AND INSTALLED PROGRAMS USING CCLEANER

    STARTUP PROGRAMS
CCleaner | Tools icon | Startup button |
click on Save to text file button (bottom right side)

Using the PAPER CLIP icon (top panel of a Message Reply),
attach the startup.txt file generated by CCleaner
CCleaner - Optimization and Cleaning - Free Download

    INSTALLED PROGRAMS
CCleaner | Tools icon | Uninstall button |
click on Save to text file button (bottom right side)

Using the PAPER CLIP icon, attach the install.txt file
generated by CCleaner. CCleaner - Optimization and Cleaning - Free Download

I find that weird cause i was just trying to mirror what my other machine has on it. That is vista and there were no conflicting problems between the two. Will MSE cover all bases that panda covered, if so i have no problem removing panda.

@karlsnooks - I will run that process. need to reget MSE but if that is where the issues are, dont expect me to respond for a while; i have removed panda, restarted and now trying to get MSE

Ok i have done as asked so far. Im reluctant to do the download of MSE incase it is that. which is having trouble.

EDIT - OK i just took a chance figuring what the heck and downloaded it. But when i went to get it, google chrome opened up (ive never used it before.... i think it was installed with CCleaner. ) and i found MSE. clicked download and it showed the download it (just like the IE did) but this time there were options to pick - vista, 7 32 bit and 64bit. so i thought huh ill get the 64bit one. downloaded, ran and it is doing the scan like before. but i thought i would check the control panel (its been my go to thing... before it wouldnt let you access any of the links and just froze) and that still seems to function.

So could it be because it might not have been the 64bit version? but if thats the case, why wouldnt the java 64bit install?
