    stuck at windows is starting

The power in southern california today and when it came back on my computer wouldnt boot all the way to windows. I have tried booting fromt he cd but it does the same thing and just stays at the splash screen. I have tried recovery mode and it sticks at the windows is loading files bar. Safe mode doesnt work either as it sticks at one file and stays there the entire time.

That's your best bet, unfortunately. Do you know anyone that uses Windows 7 and might have a recovery disk?

The only thing you can do is unplug any off-board functions you don't need for bootup (and hope one of those is the issue w/your start).

If you don't use a surge protector I recommend getting a quality surge protector. When the power goes off turn off your surge protector. When the power comes back on turn your surge protector back on and start your computer. Most times this will save you from this problem your having.

Do you have another computer running Windows 7? If you do, you can always create the repair disc from there. If you're not sure how to, you can follow the tutorial below.
    System Repair Disc - Create

Once you've created or borrowed such as disc, try a Repair Install using the tutorial I linked earlier. If that doesn't work, also try an sfc/scannow command at boot.
SFC /SCANNOW : Run in Command Prompt at Boot

I agree with this. It'll save you a lot of time and effort trying to fix your computer.

       Information
We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD.

I do have a surge protector but i wasnt able to get home till later last night. I am useing a AMD .phenom in a biostar Motherboard. Video card is a an ATI 5850. I removed all the items i didnt need to boot and still nothing. I switched to a different HDD and still nothing. Also i cant even boot useing my windows 7 cd to get into recovery mode. it still gets stuck at the windows is laoding screen. I am thinking my PSU is bad or the CPU/mobo.
