    UltraISO caused Reserved Drive Letter.

OK, finally found the bad boy causeing D: to be locked up and in RESERVE.
UltraISO. for some reason failed to release the Drive letter after using as VDrive.
rebooted and now I have full control back to all Drive letters.

9.3.3.265 has a default setting or make iso drive. which retains drive letter and gives you the FAKE CD Drive.

Troubleshooting systems with 'open applications' is generally not advised...

Try using the Bcdboot tool from the Windows 7 recovery console command prompt.
    bcdboot C:\windows /s C:
Frostbite you are a legend !

Bcdboot was exactly the trick... and thats after I spent 2 hours using EasyBCD, Windows7 boot CD repair utility, and bcdedit.exe.

I just used the exact same command above.
