It could be a failing or failed motherboard. Is the system still under warranty?

Try running Toshiba recovery from boot or recovery disks if you made them: Toshiba HDD Recovery Utility

If it won't run, do you have a Win7 DVD to clean reinstall with the Product Key on COA sticker? Is this what you are using to reinstall now? Where did you get it? Did you burn the DVD yourself? If so confirm ISO integrity or download another and burn another DVD using ImgBurn at 4x speed, or write to flash stick using Universal USB Installer with Win7 in dropdown menu.

Try following these steps and report back what happens exactly: Reinstalling Windows 7

If it fails, reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS
While in BIOS setup set SATA controller to AHCI to try install. Unplug all peripherals.

If this fails test your RAM and HD: RAM - Test with Memtest86+
    HD Diagnostic
