Something sure as hill doesn't jive in my simple mind:

    1. If EU gets a ballot screen, then its not the same as the "rest of the world", ATPIT, AFAIK.

    2. If the "rest of the world" has IE, then they must also be getting a ballot screen.

Either they are all the same, or they are not...

    (Unless it's Microsoft "Doublespeak" again.)
I would have to agree...If a ballot is applied to the image for the E version than it is different only in IE inclusion, browser sources, and the ballot screen.

most likely like was said before it might come as a update...
since OEM's have some time to integrate this into their machine it would be much easier for machine presold to have the ballot screen...

That would be the wisest thing...making a new image with new hashes and everything that entails would be a big disaster to Microsoft

I thought asking which version was part of the install.
If, as your message title describes, you have the "7100 RC".

and, it asked you which version you wanted to install,

then, you do NOT have the official MS 7100 Release Candidate.

If, OTOH, you do have, in fact, a version of "7600 build",

then, that's a "whole nother story". This might help.

I don't know why your DVD won't boot (could be a bad burn, did you verify the image?) but for the flash drive, you have to go through a process to make it bootable. I believe there may be a tutorial on how to do that in the tutorial section of this site.

Once the flash drive has been made bootable, then you never have to worry about that again and can use it over and over for installing or repairing your OS.

There's an easy way to remove ei.cfg while keeping the ISO image bootable. Someone (the same guy who makes HashCheck) made a tool just for this and posted it at Neowin:
Windows 7 RTM ISO Image Edition Switcher - Neowin Forums

It's pretty fast, too, since it avoids unpacking and rebuilding the DVD, and it's all done in less than a second.

If the image was bootable, and all you do is remove the EI.cfg then the image is still BOOTABLE. If he image was
NON bootable it will still be NON Bootable. Many different programs will check the image to see if bootable. UltraIso is one. If you image is non bootable add the boot.bif to the image. (PS: YOU MUST ALWAYS SAVE THE IMAGE AFTER YOU MESS WITH IT). I have found many when I ask the other step by step what did you do....Ahhhhhhhhhhhhhh crap, 90% fail to say "Save" as the last step.
Be honest Did you save the Image after you modified it.

I Sure Did but I still can't figure out why it wouldn't boot, burnt another copy and that booted
