No, the removable hard disk does not have to be empty. It just has to have enough space.

These 3 things are all different. You say you want to do all of them.
Format my PC.
Reformat my PC as if I just bought it.
Install a new copy of Windows 7.
Which of those 3 do you want? They are NOT the same.
If you want to restore to the exact condition as PC came from store then Restore the PC to its original condition using the f11 key.
If this fails order Factory Recovery disks from HP Tech Support which will do the same plus reinstall the Recovery Partition so it works correctly. These disks should have been made when the PC was set up, or at latest before you Anytime Upgraded.
If you don't want the preinstalled factory bloatware and useless HP utilities which have much better versions built into Win7, then follow these Clean Reinstall steps to reinstall just the WIn7 OS with a Win7 installer we can help you obtain.
What?
If you "reformat my PC as if I just bought it", the hard disk will NOT be empty.
OK, then follow Greg's ideas in his post 15.
