When I put in the DVD nothing happens and I tried opening it and run cd_plg it gives an error:

and one thing that bothers me is that why can I only use 3.48 GB of RAM in my first OS even though I use 64-bit and the 32-bit one is the second OS.

You must boot the CD, not run it.

Reboot and tap the key given on first boot screen for BIOS Boot Menu to choose CD drive to boot

or follow this: How to Boot your Computer from a Bootable CD or DVD

I don't know how to run the Paradon with the DVD where I burned it.

I just told you that you need to boot the Paragon CD (or DVD if you burned that) not run it.

Reboot the computer and tap the key given on first screen for Boot Menu, boot the CD/DVD drive.

If this fails follow these steps: How to Boot your Computer from a Bootable CD or DVD

Have you never booted a disk on that computer yet?

The BIOS setup key is not the same as the Boot Menu key. But the Boot Menu key should give you the choice to boot the DVD drive.

What is the make/model of your computer?

What did you use to burn the Paragon CD? Did you use Windows Image Burner or ImgBurn? ImgBurn - Free software downloads and software reviews - CNET Download.com

    You Manual is here: http://h10025.www1.hp.com/ewfrf/wc/m...3151&sw_lang=&

It says you can access both the Boot menu and BIOS setup by pressing the ESC key at boot.

I would try for the Boot Menu first, to select DVD drive to boot.

Im done changing the partition letters but I can still encounter the not genuine error and when Im using 64 bit it says it still says 3.48Gb usable

Was the partition letter changed to another? What letter was it?

Reconfirm that the letter was changed back, then try inserting the key using the slmgr command again.

Next boot the Win7 32bit DVD System Recovery Options to run Startup Repair a few times.

If 32 bit still won't boot you may need to copy out your files from the 64 bit side and clean reinstall.
