Hi i havea windows 7 starter with license.Here is my qwestion: when i bought the pc i didin*t received a windows instalation cd qnd now if i want to reinstall windows i just need to use a normal windows cd according to my version of windows?

Yes you would just need a plain vanilla Windows 7 CD that corresponds to your language. You can download one from here:

Does it matter from where i bought the pc the languace must correspund with the license?

You'll have to download the ISO for Home Premium for your bit-version and run the eicfg removal tool
on the ISO file to unlock all versions, then burn to DVD or write to flash stick using Windows 7 USB-DVD Download Tool.

Boot the DVD or flash installer, choose your licensed version to reinstall with the Product Key on COA sticker, following these steps to Clean Reinstall - Factory OEM Windows 7
