Will reinstalling/formatting Windows 7, make it run fresh?

Well, I just wanted to ask if Formatting and Reinstalling Windows 7 would make it run like fresh? Like new, my PC has weirdly gotten slower, I know why. From Downloading, random stuff. So would reinstalling make this better? My Internet is also slowing down.

Thanks, I am new here. By the way, and should be posting here frequently.

Is this factory OEM? If so try these steps to Clean Up Factory Bloatware especially establishing a Clean Boot which is important for retail as well.

If this fails to help enough read over these steps to get a perfect Clean Reinstall - Factory OEM Windows 7 which are the same for retail.

The things you describe can be causes by malware and viruses. Are you running antivirus? When's the last time you did a scan for malware and viruses? I'm only asking because I have quite a few Windows 7 computers that have been running solid for a few years without any need to reformat.

    Windows7Privacy,

When you first fired up your computer, then performance was good.

Since then, you have added software and made other changes.

One major source of slow performance is your security software.

To solve this major problem source:
Uninstall ALL anti-virus, anti-malware, firewall, internet security software that you have installed.
Install MSE, Microsoft Security Essentials. Link in my signature.

    After, and only after that:

    Install CCleaner:
CCleaner - PC Optimization and Cleaning - Free Download

    list of STARTUP PROGRAMS

    CCleaner | Tools
icon | Startup button | Windows tab |
click on Save to text file button (bottom right side) |
accept Startup.txt as file name | SAVE button

    list of SCHEDULED TASKS

    CCleaner | Tools
icon | Startup button | Scheduled Tasks tab |
click on Save to text file button (bottom right side) |
enter Scheduled Tasks as File name | Save button

    List of INSTALLED PROGRAMS

    CCleaner | Tools
    icon | Uninstall button |
click on Save to text file button (bottom right side) |
accept install.txt as File name | Save button

    UPLOAD the startup.txt file
    UPLOAD the Scheduled Tasks.txt file
    UPLOAD the install.txt file.

No, keep Malwarebytes. Uninstall your antivirus (avast,norton,avg,nod32,panda cloud) and install Microsoft Security Essentials, as was stated above:Microsoft Security Essentials - Free Antivirus for Windows
