In that case, you need to run a startup repair to rebuild the boot files, as explained in this tutorial.
Bootmgr is missing - Fix
You may need to run it three times with a reboot between each attempt.

If I understand Beachy correctly, he has a wiped hard drive via "clean" command from Diskpart.
He then made a partition in Diskpart.

2: What makes you think you are attempting to boot from that disk?

The System Recovery Options menu is on the Windows 7 installation disc.

Not sure i know what screen you mean here? Do you mean the screen that says IDE Channel 0 Master disk HDD S.M.A.R.T capability enabled ? Then it has a list of all the PCI devices....after the list of devices....it says Verifying pool data Boot from cd/dvd........then it says BOOTMGR is missing

Because I press F12 to get up the boot menu and choose from the select boot device list.....CDROM

Win7 is a DVD so you need a DVD player, not CD-ROM. Is it combo?
Unplug the floppy and LS120 as they can interfere, or disable them in BIOS setup.
