Fresh built computer is freezing on starting windows screen

So i just built a new rig i got everything hooked up and i installed windows 7 ultimate x64. Here are the details.

    Intel i7-3820 3.6ghz
    Asrock X79 Extreme9
    RAM G Skill 4x4gb ddr3
    EVGA geforce gtx 680 2gb
    Corsair HX 850
    rosewill rnx-n250pce wireless network adapter

I got all the motherboard drivers and the video drivers installed then when i installed the drivers for my wireless network card and restarted and it froze on the starting windows screen.

I've been trying everything i can think of to fix this. I pulled the extra memory out, switched the power supply with one from another rig, switched the hard drive out for another one that i had.

after that, since it was a fresh build and nothing was saved on it i tried to reformat the hard drive and re-install windows, but the install disc also freezes on the starting windows screen.

so now i can't get it boot normally, in safe mode, from the disc or from another hard drive.

when i try and boot in safe mode it stops at ClassPNP.sys

please help guys im out of ideas.

EDIT: the start up repair also freezes when i try to use it.

To try to save the current install you'll have to get a disk to boot to follow steps for Troubleshooting Windows 7 Failure to Boot for repairing Startup or System restoring.

Reset BIOS to defaults, set SATA controller to AHCI to try install: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

If this fails go over the build to check for loose or faulty cables or connections.

Wipe the HD with Diskpart Clean Command from DVD using DISKPART At PC Startup

Test your RAM - Test with Memtest86+ for 5-6 passes or overnight.

So after i did almost everything on that windows 7 failure to boot list and the memory test i thought that it might have been my motherboard that was the problem, possibly defective. I returned it and got a replacement, and i'm having the same issue.

cant boot from the hard drive cant boot from a CD and i cant boot from a usb. they all freeze at the same point, at the starting windows screen just after the 4 colored light show up on the screen.

I'm really at a loss. the hard drive works, i reformated it and tested it on my old computer, the memory test came up clean.

any advice would be great. im starting to think that this is a hardware issue more than a software issue but i really don't know
