To ensure you're booting from the device that you need to be booting from, follow Greg's advice to download the appropriate ISO, and use ImgBurn linked to by Karl to properly burn a CD/DVD to boot from. You cannot just copy to the device. The files from the ISO need to be placed properly on whatever media you're going to try to boot from.

The reason you are getting that result is because the stick is not formatted correctly.
Every time I say this you post back that the stick is not booting correctly.
And I post back that the stick is not formatted correctly.
We can keep going around like this or you can follow the steps I gave you to download the latest official ISO and write it to stick using the official MS tool to do this. These steps are #1 and #2 here: Clean Reinstall - Factory OEM Windows 7:
Then set the HD as first boot device in BIOS setup, tap the Acer F12 key at boot to bring up the boot menu, choose the stick from under the listing USB, Removable or HD's. You may need to expand these to find the stick. Once you highlight the stick and click Enter, it should boot.1. Download the latest official Win7 installer ISO with SP1 for your licensed version.
2. Burn to DVD or write to flash stick using Windows 7 USB-DVD Download Tool.
Am I really going to need to explain this again?

Okay, heres the problem. The USB/DVD tool will not run on my laptop. So I do it manually. I know it works because it was working earlier. The USB works. If I set the HD as first boot and press F12 a little white line flashes and then it says: A disk read error occurred Press Ctrl+Alt+Del to restart.The reason you are getting that result is because the stick is not formatted correctly.

USB AS FIRST BOOT
I get
1) Acer logo
2) Windows is loading files...
3) Starting Windows
4) Blank black screen with movable cursor.
Thats where im stuck.

All you needed to say is Win7 Download tool doesn't work for you.
Use the Universal USB Installer with Win7 in dropdown menu.
If that fails use UltraISO Software To Create Bootable USB Flash Drive.

Older 8GB usb sticks can be problematic and only ripe for the trash, but we will give it a go.
Insert the USB stick.
Go to an elevated command prompt.
Click on the icon in the top left of the resulting command shell window |
Click on Defaults | Options tab | checkmark all three of the Edit Options | OK button
Click on the icon in the top left of the resulting command shell window |
Click on Properties | Options tab | checkmark both of the Edit Options | OK button
enter following commands:
DiskPart (this will start the diskpart program)
list disk (this will list the disks that diskpart finds)
Now using your mouse highlight the disk list that was generated.
Hit the ENTER key.
The highlighted area has been copied to the CLIPBOARD.
EXIT ( to exit DiskPart)
EXIT ( to exit the command shell)
Now open NOTEPAD by:
WIN | type NOTEPAD | ENTER
Paste the clipboard into notepad by:
CTRL + V
That info that you just pasted into notepad, please paste that into your next postl
