Attempting repairs hang for 24 hours... USB install.

Okay, so my little brother broke my moms laptop because it was attempting repairs... and he shut it off. Then I got an error when I turned it back off telling me to pretty much re-install. I can get the error code it gave but I dont know if I should turn the repair off. Im doing this from A USB install. The computer that im trying to fix is a 64-bit Acer laptop.. My laptop is a 32-bit Toshiba laptop.

Run Startup Repair again but from the Win7 DVD or System Repair Disk if possible. If you need a Win7 installer to run Repairs or if necessary reinstall then download and burn to DVD or write to flash stick using Steps 1 and 2 here.

If Startup Repair fails work through these steps for Troubleshooting Windows 7 Failure to Boot to do everything possible to repair Win7, leading up to possible file rescue if needed, Factory Recovery or Clean Reinstall - Factory OEM Windows 7.

Wait until last resort but if you need it here is how to run Acer recovery: Acer Support: Frequently Asked Questions list for Recovery media and Restoring a system to factory load

Instead of posting back that you "don't know what to do" how about reporting back on each of the steps given you for Troubleshooting Windows 7 Failure to Boot?

If you've tried every step successfully without needing additional help, then you are at the steps to rescue your data and run Factory Recovery or Clean Reinstall - Factory OEM Windows 7. I've also given you the steps to do either of these.

So what exactly is it that you don't know what/how to do?

I go to boot into safe mode with networking.
    1. Acer logo comes up and I press F8
    2. Windows is loading files... (Im trying to reinstall with USB.)
    3. Black screen with movable cursor and nothing changes.
    4. ??? Stuck on 3

I'm sorry but cannot understand what you are saying. You seem to be describing trying to get into safe mode but then suddenly mention you're trying USB reinstall.

Do you have a bootable USB stick correctly written with the Win7 installation ISO? How was this done?

If so why are you using the F8 key when to boot into such a stick requires the Acer F12 key?

If you are no longer trying to repair but now want to Clean Reinstall - Factory OEM Windows 7 then follow the steps in the blue link.

Okay, sorry for being confusing. Im trying to do a clean install with my USB stick. I have all the files on it.. There all put on correctly. But Im stuck on step 8 of the link you posted. When I try and boot. My screen goes black after the windows logo, and the only thing there is my cursor.
