The problem is that you converted your HD to Dynamic which is only meant to be used to span a partition across multiple HD's. Apparently you didn't see the warning message.
The solution to solve this non-destructively is to boot free Partition Wizard CD version 4.2 which is the last one which offers this as a free feature: pw422.zip ISO - Windows Live.
BUrn ISO to CD using WIndows Image Burner on rightclick context menu, boot disk. You will need to first rightclick to delete the partition(s) you created which tipped the disk to convert to Dynamic, otherwise it will not convert back to Basic.

Unless GRUB or anything else has messed it up worse then it should boot and upon seeing a screenshot of Disk Mgmt we can help you do it correctly, which with HP if you want to preserve Recovery and Tools Diagnostic partition is converting C to Logical using PW, then shrinking C to add Logical Partitions. How to set partition as Primary or Logical.

that partition is too small to contain any boot stuff. So it wan't the boot partition.
Try this:
diskpart
sel dis 0
list part
sel part # (select the 199MB partition)
active
exit
now try to reboot. What's the error now?
OK, i found PW 4.2 from somewhere else. burned to CD and can now boot from it... loading.
hmmm. can load PW and see the disks but the mouse dont bloody work!
ok - deleting and wiping partition 4 now ...
