Sorry, it is Ultimate build 7100.m And I will experiment with moving the folder - although it is handiest on the desktop.
Update: Moving the folder to an inconspicuous subfolder did not help.
OK, I guess then there is hope with the 10/22 release. Thanks for your help. Right now I am only testing W7 anyhow. My production systems are still all Vista.

I am having exactly same problem, and was wondering did you get yours solved.
I tried both the default quicklaunch and a custom toolbar, but both disappear when I reboot my windows 7 ultimate 32 machine. I alway end up having to go through the process of adding a new toolbar, which takes me to the quicklaunch toolbar path, and then i have to move it, and remove text labels, etc, and make icons small. Its a real pain especially if you are in a hurry to use the icons on the toolbar.

I've got the same problem. I use QuickLaunch with three most important shortcuts and show desktop button.
The path is: C:\Users\myusername\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch
The toolbar disappears sometimes after restart and I haven't found any pattern in this seemingly random behaviour.
If you solve this, please let me know. Thx.
Windows 7 Quicklaunch: Enable the Windows 7 Quicklaunch Toolbar
You need to save your "theme" for the Quick Launch toolbar to be remembered for your next bootup.
