Windows 7 clean install problem Freeze at "setup is preparing comp..."

Hey guys, my computer is messed up beyond belief. I'm going to explain the whole story to you, so bare with me.

    How this all started:
Well, long story short, my motherboard shorted out and caused all sorts of problems. After taking the whole system out and putting it on a test bed (self built system) I was able to start up the system. However, it would not let me start windows no matter what I did. So i resorted to formatting the SSD it was installed on. I then tried to reinstall windows; this did not work. I had many people tell me it was my motherboard that shorted out (it touched the case while I was trying to power on) and I needed to replace it. So i warrantied it to ASUS and I got it back in the mail several weeks later. I put the system back together, tried to install windows, same problem persisted. It would freeze before I could install. I then did research and decided to boot the disk in Safe Mode. This worked! I proceeded through the first steps of installation and then it required my computer to boot. Upon rebooting, I was brought to the "setup is starting services screen". I waited for a good hour or so and nothing happened. I did some more research and decided to Boot into safe mode again only for it to tell me "install cannot proceed in safe mode". I then opened command prompt, while still in safe mode, and opened device manager. I closed all the drivers that had the yellow triangle next to them. I rebooted and successfully made it past that page. The computer rebooted again and the "Setup is preparing your computer for first use" screen appeared only to be frozen like the one before. I booted in safe mode again, opened command prompt and made sure that all the yellow triangle drivers were disabled. All of them were. I tried to disable all drivers I possibly could and rebooted. Still nothing. I tried using a VGA monitor as I was told it might work; again nothing. This concludes this enormous flashback.

    Were I am now:
So, I am stuck on this "setup is preparing your computer for first time use" screen with nothing left to do that I know off. This is were you guys come it. What can be done to get past this sceen?

    Things I've done:
    Purchased new RAM
    Formatted my boot drive
    warrantied motherboard
    tried multiple RAM configs
    Tried multiple SATA configs
Disabled drivers both in Bios and Device Manager
    Ran in Safe Mode
Tried VGA Monitor (my main monitor is HDMI)

    Other thoughts:
I have been working on this computer for almost a month and a half now and I'm getting frustrated with it. I'm only 16 years old and a new to computer building and trouble shooting, so don't expect me to know anything (talk to me as if you were talking to a baby; simple terms in other words) Please help, I need this computer for school projects and such; I've been forced to barrow a laptop from a friend for the time being.

Thanks everyone in advance for everything!
