    This means the DVD or the DVD drive is bad. Try another batch of DVD's.

    Since the MS Download tool doesn't complete writing the flash stick, try the alternative I gave you.

    I tried the USB instillation, it doesn't start on boot so I can't use it.

    Did the MS tool write the flash stick completely?

    Did you try booting the stick by tapping the one-time HP F9 boot menu key at boot, then select the USB flash stick listed under USB, Removable, or HD's? You may need to click on an entry to have it expand to show the flash stick.
