You need to calm down. No one has ever ruined their laptop doing these steps. Start at the top. Stop making impulsive moves. Follow the steps exactly. Report back.

I tried doing this and it made things worse! Not I get the bootmgr is missing when I start up.
So I created a repair disc on another machine with windows 7 as well and I can't do anything with it because there are no partitions and nothing to restore it to. It is a brand new sshd that I am using.
I mean hArLtRoN's original instructions that is.
It took hours to do, and then when I restarted it, it had the "bootmgr missing thing. press CTRL ALT DEL to restart".

Why would you expect to have a Bootmgr if you haven't completed the install? The error in the title of this thread which I assume you're searching means you haven't really even begun the install.
If you're getting Bootmgr is Missing it is trying to boot the hard drive and not the installation media. You need to boot your Win7 installation media (not the Repair CD) to delete all partitions and then install to one you create and Format using the Drive Options in Steps 7 and 8 of Clean Install Windows 7.
If problems persist doing this, then work through the steps for Overcoming Windows 7 Installation Failures - Windows 7 Help Forums which resolve 90% of installation failures. The other 10% usually pertain to UEFI settings in the BIOS, so if you have a UEFI BIOS or see UEFI choices in the BIOS boot menu when you go to boot the media, look at your settings in BIOS for UEFI, CSM, Legacy BIOS and Legacy Boot to report back what the settings are now, as well as the other choices available for each. A picture uploaded using the paper clip icon in reply box is helpful.
I had the same problem as the OP when I came here and that's why I tried to follow hArLtRoN's instructions. I did that and it gave me the bootmgr missing problem.

I have Windows 7 on the USB and I want to install it, but I don't know how in the current state my computer is in.
Then you are not booting the stick or it is not bootable. How did you create it? Are you following Clean Reinstall - Factory OEM Windows 7? The first two steps are how to create bootable installation media.
Did you reboot the PC and tap the Acer F12 key, look for the stick's listing and choose it? If the stick is not shown under USB, Removable, or when you expand the HD choice then it isn't being detected because it's not written correctly.
Try a new ISO and the tool to write to stick in Overcoming Windows 7 Installation Failures - Windows 7 Help Forums.
It was booting originally or at least I assume it was because I got as far as the OP.
Now when I start up the only way I can proceed is by using the repair disc. And the repair disc gives me a completely new menu and options. None of which do anything to help. There's no sign of installing windows from the USB now.
With regard to the F12 and listing and selecting my USB. How exactly do I select it? Should I be able to try the installation again if I select it from here? Thanks
I just told you how to select the stick on F12 menu. If it's not there, create it again.
I think what you may have done is run the installation media from your old install without having ever booted it, then it gave you the error because you couldn't delete the partitions as needed. So when you used the Repair CD to wipe the drive it was not possible to boot the flash stick because it was never made bootable in the first place.
So make the flash stick bootable by following how to do it in Step 4 of Overcoming Windows 7 Installation Failures - Windows 7 Help Forums which I've now posted for you three times.

When it boots up I press F2 and see this. I have tried making each one number 1 selection and rebooting but the result is the same.
Does this mean anything to you?
