Read over carefully these steps to get a perfect Clean Reinstall - Factory OEM Windows 7 including the Special Notes for Dell Owners.

First run Dell Diagnostics to test all of your hardware, by tapping the F12 key at boot to see if it will run all the way though.

If so and it comes up clear, I would delete all other partitions except Dell OEM Diagnostics partition during booted Custom install to see if that will suffice.

If not you'll need to sacrifice the bootable diagnostics by running Diskpart Clean Command from the installer's Command line accessed by pressing Shift + F10 at first screen after booting into installer.

Incidentally if still there you might be able to run Dell Windows 7 PC Restore although this is an inferior install compared to the Clean Reinstall which is why Dell provides a clean copy Reinstallation DVD.

You are booting the installer and not trying to run it from the old installation, correct? How to Boot your Computer from a Bootable CD or DVD

If you're actually booting the installer and not running it, where did you get the installer? Download the latest official ISO and burn to DVD or write to stick from Step 1 and 2 in tutorial I linked.

You may also need to wipe the HD first which is why I gave you that step earlier.

The installer is in Step 1 of the tutorial I gave you in my first post which you were supposed to study closely to get a perfect install. Is there some reason you ignored it instead?

We don't do sloppy work here. That's why I gave you a tutorial which assures you will end up with a perfect install if you follow the steps closely. Take it or leave it.
