    DF meant that, independent of what you do with the hard drive, you should keep those recovery DVDs in a safe place. And backing up your data is a good practice as well.

    Yep. Though if HDD brakes down or you delete OEM partition, Recovery DVDs are not going to bring it back :).

    I think they are meant for reinstalling your OS, and that is what the recovery partitions is for as well. They are basically the same thing, so the recovery DVDs are the backup of the recovery partition.
