Clean off residual files to reinstall OS

I tried installling windows 7 over a windows 8 installation, because I couldn't get win 8 to boot up without the disc in the drive. But it doesn't load the normal way, showing you the partitions and then after you pick one you get the " press any key to continue" then it finishes. It's an Hitachi desk star HD. I used to format it by hooking it up as a slave to my other desktop but it's not working. Is there a disk that I could run to clean the residual files off the HD so I can reinstall Win 7? Thanks

I am trying to make a bootable USB flash drive with the HP format tool. but during the inital process of formatting the flashdrive it asks for files to create a DOS bootable disc. I unzipped the files they provided and made a folder for them but when I typed in the directory, a window came up saying "There are no DOS files in that directory. Do you know what files they are talking about and where to get them? my main computer started up correctly yesterday but only once now when I boot up it won't recognize the hard drive even though I can feel it running?

Use the latest official ISO for your licensed version and the tool provided in Steps 1 and 2 of Clean Reinstall - Factory OEM Windows 7 which will also assure you get a perfect install.

If for some reason that fails the method which always works for me when others fail is using free trial UltraISO Software To Create Bootable USB Flash Drive
