HP Recovery Will Not Function Even With Disks

I have been working on a HP Pavillion P7 1017C with Windows 7 Home Premium x64. It came to me after an unsuccessful attempt at virus cleanup. The Windows Installer was broken beyond simple repair, so I performed an in place upgrade of the OS to restore functionality. Prior to this I attempted to use HP Recovery to fix the system. It would boot and restart the computer before any options appeared. Obviously leaving the owner without recovery options is not an ideal situation. I can create a new system image, but would prefer to restore the factory options if possible. I have attached a dump of the recovery partition. I suspect the issue is that required files are missing. The dump seems to support that. Seems odd that the burned disks would be bad as well, but I suppose it's possible. Any ideas?

But it does seem odd that the recovery partition and the recovery disks would both be bad at the same time. Are you sure you're not dealing with a failing hard drive or some other hardware related problem? One of the Forum experts prepared a couple of troubleshooting tutorials that include some suggested hardware diagnostic tests. Perhaps something will help.

You might be able to make another set of Recovery Disks: Recovery DVD issue

But the HP factory preinstall is a corrupt Win7 installation to begin with, larded with smothering bloatware and useless duplicate utilities that throttle win7's native performance. It's much better to get the superior Clean Reinstall - Factory OEM Windows 7 then after its set up and running perfectly save externally a Win7 backup image to use in place of Recovery.

I ran a few more tests to be sure. The hard drive tests fine, so no problem there. I had eliminated a lot of the suggestions in those threads. It seems like whomever worked on this machine before had some knowledge. The msconfig was set to selective startup when I received it. They were probably attempting to troubleshoot. The owner mentioned certain services not running properly and this was the cause. It took quite a while to get this one back. I'm not sure what they would have used to cause that kind of damage.
