Glad that you got going with your new pendrive and WiNToBootic.
The size of the pendrive never matters. You perhaps aborted a previous diskpart operation on the 64GB pendrive and hence a concurrent second call is made message. Had you shut down your PC, rebooted and then started a new diskpart operation, it would have perhaps gone through.
Personally I do not indulge in diskpart because it is a pain typing the commands and also problems of this nature.
If one has Windows running, use the HDD Lowlevel format Tool to zero-fill the drive - equivalent to diskpart Clean all. HDDGURU: HDD LLF Low Level Format Tool
