In one of your other threads, you queried about using your 32-bit key with the 64-bit version of Windows 7. windows 7 key As pointed out there, this is possible, however a key can only be used on a single installation at any particular time. There are keys which allow multiple installations upto a certain number.
-
I used the key just in a single installation , not multiple time...

Maybe your key can only be activated one time (after all it was free right)? Did you check the message from the license manager from an elevated command prompt?
slmgr -dlv
slmgr -xpr

If truly this is installed on the same computer but you had to reinstall, contact Microsoft and ask tell them the situation. Sometimes they will activate it over the phone for you. Not sure if that is an option in W7 though as I did mine online and don't remember a phone in option.

I seem to remember offline activation somewhere in Windows 7. So I'm pretty sure it's in there.

I use MSDNAA, I've never had an issue. I've been running the RTM for awhile. Windows 7 can be activated up to THREE (3x) before you have to start calling Microsoft. Thats a standard deal with them.
IF you are using your 32bit key on 64bit, I should slap you. There's a reason WHY they give you specific keys for each version. I use the same thing you do, they gave me 1 Serial for my 32bit and 1 for my 64bit.
I didn't use my 32bit for my 64bit, I've had no problems.
Not tryin' to be a dick or anything wit the "slapping" comment, but common sense says, use the one you're given.
Also, if the problem continues, I'll Remote Assist you, and I'll help you out. When you download the ISO, what speed do you burn it at? Does the CRC Check Pass, or does it fail?
